Another group resembling North Korean actors uses modular approaches to mine AI for offensive security insights, focusing on specific technical areas per account. Additionally, Chinese-linked accounts use AI-generated content for social media influence campaigns, often with limited engagement, resembling previously known operations like Spamouflage. OpenAI stresses that many inquiries from threat actors fall into a “gray zone,” where AI tools produce outputs that can be repurposed for malicious use even if not inherently harmful.
The report also outlines how scam centers in Myanmar and Cambodia exploit AI for content generation and operational tasks. The dual-use feature is noted where AI also aids users in identifying scams more frequently than it supports scam creation. This dynamic presents risks as AI-generated tools and code, while sometimes blocked for outright malicious requests, can be adapted by actors for cyberattacks, elevating the challenge for cybersecurity defenses and threat intelligence professionals.
