National cyber director says U.S. needs to counter Chinese surveillance, push American tech

During remarks at the 2025 Meridian Summit, National Cyber Director Sean Cairncross highlighted the necessity for the United States to push back against China’s exportation of surveillance systems worldwide. Cairncross stressed that the U.S. has not effectively communicated its disapproval of China’s dangerous behaviors that threaten critical infrastructure and national security. He indicated that the upcoming U.S. cybersecurity strategy would not be extensive but would focus on practical actions to strengthen national posture in cyberspace.

Cairncross also underscored the importance of Congress renewing the Cybersecurity Information Sharing Act of 2015, which has recently expired and is crucial for protecting the sharing of cyber threat data. The executive director of the Cyberspace Solarium Commission 2.0 expressed that bolstering the Office of the National Cyber Director is a primary step forward. Through strong relationships and prior experience, Cairncross aims to lead the office effectively in countering threats and improving cybersecurity measures across the nation.
