The 2025 Insider Risk Report, produced by Cybersecurity Insiders in partnership with Cogility, presents alarming findings about the detection of insider threats in organizations. Survey results from 635 CISOs reveal that 93% believe these threats are as challenging or even harder to detect compared to external attacks. Yet, only 23% feel they can effectively prevent such threats before significant harm occurs. This contradiction raises concerns about organizational preparedness and response.

Furthermore, the report highlights a lack of behavioral intelligence and predictive capabilities among organizations. A mere 21% of entities integrate signals like HR, financial stress, or psycho-social factors into their detection methods, relying predominantly on technical anomalies. Only 12% have robust predictive risk models in place, placing most organizations in a reactive state as AI-driven risks become more prevalent. The urgent call for improved strategies underlines the necessity for organizations to evolve their approaches to prevent falling victim to insider threats.
